For all those passives with times those can be stacked a certain number of times (that first one was 3 times, 2nd was 5 times) with a certain percent chance to proc. For example the first one has a 6% chance (or whatever it was) to proc a debuff on the target increasing damage by 2% for 10 seconds, and you can stack it 3 times. Wrestlers have a simlar passive (the knife to throat skill) which reduces evasion by 2% (at level 1) up to three times at once, each proc lasting 10 seconds.
Is your guys' wiki public edit? If not I'd be happy to join you guys filling stuff in. No need to reduplicate work since a lot of us are translating stuff ourselves
also, not sure if they fixed it, but the armor masteries were bugged in that you didn't need the full set to get the bonus. I checked it myself about 2 weeks ago, haven't looked recently.

for pvp quests, I finished the first 2 and am on the 3rd one, so here are the first 2:
1) Achieve rank 9 in PvP. (Join team matches and keep playing rounds, the points to hit rank 9 is 300 or 305, and each round will net you...20 points or 10 points (win or lose respectively))
2) Get 5 kills in PvP. (Easy quest to achieve....team matches seem to be the fastest way imo~ or 1v1 rounds)

Not sure if you mean the green chain quest or if you're talking about two different quests. The blue ones are dailies, the first is the 5 kills one and the second is to all kill. They refresh every day or so. Also, you can just win a 1v1 to get the all kill quest. Sorry if this has already been said.

I went ahead and translated the desc on all the mat type items (cloth, quartz, chips, metals) and the end of each descriptions says something along the lines of "I don't know where to use, vendors will buy", with the exception of quartz which added "at a high price" on the end. I assume that means they are either misc items or aren't implemented yet.
