OH nvm i fixed it... just searched for like 2 minutes and found the answer in this thread.
IF anyone else is having this problem just do these simple steps.
If you Dnfloginagent.exe does not run you must disable your UAC.
to do you so must run msconfig by typing "msconfig" in the run box in start (Search for vistas).
once that opens up go to the "Tools" tab and find disable UAC, Click launch, Click ok then restart your computer
after this you should be able to run it.
