By upper Khezu and Gypceros he means Khezu and Gypceros that are
over the HR 31 quests.
Everything from HR 1 ~ 30 is considered as "Lower" quests, and everything from 30 ~ 99 is considered "Upper" quests. HR 100 quests are known as "SP" quests.
Lower, Upper, and SP versions of each monster drop different items.
