1) Yes. Go for either Computer Science or Software Engineering (though if you choose SOEN make sure you go to a University that has a SOEN that gives you official engineer accreditation. It's important, plus you get a
ring!)
2) Nope. You'll learn everything you need to at the university you choose, they pretty much start from the ground up, at least, at my university they did.
