Default Computer not working well...>.>

Technical problem report, any assistance appreciated!
(currently in Safe Mode with Networking)

I My problem in general...

-Windows Explorer pretty much crashes whenever I try to do anything after it's started up. I thought this was from too much disc space, but after uninstalling and deleting several programs to free up space it started acting worse in that Control+Alt+Delete will do nothing but bring up a black screen that says "security options failed to appear" (something like that anyways, not exact words my apologies) and suddenly if I try to uninstall an unwanted program it claims my Windows Installer isn't working right. This happened just right after a string of uninstalling, it suddenly stops working. O.O

II My software...

OS - Windows Vista Home Basic 32bit
Browser - Windows Explorer (forget what service pack, will have to look that up and come back)
Security software - Microsoft Essentials, MalwareBytes, Spybot Search and Destroy
Software linked- This was happening sometime after I had a bunch of disc space, but it seemed to have originally fixed itself after I cleared some room then turned it off for a few hours. This hectic round started after a Windows Update.

III My hardware...

I'm gonna throw in a Diag report...though it's saying some weird stuff here in Safe Mode.

Operating System: Windows Vista™ Home Basic (6.0, Build 6002) Service Pack 2 (6002.vistasp2_gdr.101014-0432)
Language: English (Regional Setting: English)
System Manufacturer: ECS
System Model: G31T-M
BIOS: Default System BIOS
Processor: Pentium(R) Dual-Core CPU E5200 @ 2.50GHz (2 CPUs), ~2.5GHz
Memory: 2046MB RAM
Page File: 455MB used, 3874MB available
Windows Dir: C:\Windows
DirectX Version: DirectX 11
DX Setup Parameters: Not found
DxDiag Version: 7.00.6002.18107 32bit Unicode

- I access the internet over a modem.

*And one thing I'd especially like to know in case I can't fix this any other way...how do I restore my computer to the way it was when I first got it? I forgot what you call that, factory settings or something like that? I'd use System Restore but I don't have any restore points saved.

Do you have a windows CD? (a question to answer your how to restore question :/)
As that's the only way to pretty much fix your problem I'm afraid.

If anyone would like me to build a rig, I'd prefer it to be in a thread in the tech section rather than PM. Thank you.
