Very slow internet speed?
I'm getting 16kb/s when I should be getting around 300 (I know that still kinda sucks).
What's the problem with this? Edit: Title should be "Very slow internet download speed" When I flip through web pages my internet is fast.

How do you download?
HTTP? (filehosts, yes/no?) FTP? Torrents?

Using a browser doesn't affect speed. You'll get as fast downloadspeeds in Chrome as in Internet Explorer. Anti-virus, why yes! It certainly proves a virus could be the cause! Deactivating unnecessary software upgrades? Sure, include the AV so you'll have security loopholes all over your PC. What truly matters is your maximum downloadspeed (the one provided by your ISP), the server's uploadspeed, the server's load and way at the bottom, meaning that it's almost meaningless, is your software.

It's hardly a necro post that was done, seeing as how the thread was originally posted in September of this year, had it been a reply to something 6+ months ago, then yes I would agree.
