Seems format didn't work, right?

So, since you formatted already....

Download Linux and use it as a live-CD. Format about 9 times and use the real format, not quick-format. That should get rid of nearly everything on your HDD. While you're at it, check your disk for errors.
Perhaps it's a good idea to unplug your PC completely after a format or 2-3, so it'll discharge your parts making it hard for viruses to stay hidden in the RAM.

You could use an antivirus on Linux or SLAX using Live-CD/USB. Both are free so... feel free to try this before you format like I told you or after. I recommend before, as you might catch the virus and won't have to format as much as I told you to. :|
It's a standalone from Windows, so it's pretty hard for it to infect it. Live-CD works best as it cannot overwrite data thus, again, it cannot infect it.
