Can a internet owner cap a persons download and upload speed like for example your speed is 1.3 mgbs upload but for the past 3 days your speed is now 100kbs? for internet lets say like it was ur dads internet and you were using it.

From what I understand: Yes.
2 ways to do this. Either through the router settings or through software on your PC. Unless your dad's pretty tech-savvy and your router has bandwidth management, than I doubt your dad did it. However, if you're bandwidth capped.... your ISP was so nice to take care of that problem for your dad and basically downgraded your whole speed till the next month/billing date.
