I just recently got a new video card (EVGA GTX GeForce 550ti)
to play Battlefield 3 at the very least...

Now the game was stuttering almost every other second, so I got a new
PSU, 700 watt and a new hard drive 160 GB.

The game continued to stutter on the lowest settings with the same lagging effect on any other setting (scared to put it on ultra)

So I got my Father involved he repairs computers for a living, we found that whenever I run an online game I now get this lag which I've come to find is described as a stutter as I've mention multiple times now

You know the repeated sound and frozen screen for seconds at a time every 20-30 seconds.

Making nearly every game unplayable for me. We then found the cause of this seems to be the CPU is being completely devoured by the games I play and a process found in Task Manager listed under processes and shown only after clicking the view all user processes button.

Now the process is called "System" the user is "System" and the description is "NT Kernel & System" both the game and system tend to use 50-55 CPU at any given time after about 10-20 seconds of actual game play, (after loading).

I have tried almost everything under the sun at this point to get rid of the System process using so much of the CPU and I'm ready to chuck my computer at the wall so if you can help, please do so

I've tried to replace nearly everything but my 2.5GHz Dual-core processor
and my motherboard. So I'm fairly certain it isn't a Hardware issue.

We have tried to reinstall internet drivers, downgrade the video drivers, overclock the CPU, change multiple things in the BIOS, disconnect the internet, close all programs but the game trying to be played, scanned to see if it was a virus/malware....

But anyway here are my system specs

OS: Windows 7 Ultimate 64-bit
Processor: Pentium Dual-Core CPU E52000 @ 2.5GHz (2 CPUs), ~2.8GHz
Memory: 3GB RAM
GPU: GeForce GTX 550 Ti
Power Supply: 700 Watt

TL;DR CPU Usage being eaten 100% by any game I attempt to play and "System"-Process ran by "System"-User
