Pandora Saga and Arcadia Saga is made my the same developer(japanese dev). Shaiya is on the other hand made by a different dev company(korean dev). It should be different from Shaiya (I never played lineage 2 or shaiya so I can't say for certain).
Don't know when the open beta gonna be, but there will be a close beta 2 around the corner, probably after Tokyo Game Show. If we look at the past from Pandora Saga time frame, there will be a closed beta 3 then open beta. Chances are the open beta will start around the end of this year.
