regarding IP-blocks, the issue won't ever be resolved because the conflicting sides will always persist...
those who played International version of mmorpgs and whatnot will love IP-blocks for the sake of Community (*cough* SRO)
those who love/want to play a game but can't due to being not in the region will vouch for lifting the ip-block.
really though, whether a company/publisher decides to ip-block their games or not is their call...you can't really change that unless something drastic (like the entire NA playerbase stops playing, their office gets blackmails, etc, etc) happens, any attempts to change it (like petitions, protest letters, etc) will be futile.
