There's a difference. When people post arts in this thread, it's their own work and people might say a few things, but, it doesn't end up as a 1 page tangent of everyone posting similar images.
If you want a topic devoted to that, make one in general and use the previous similar threads as justification. I speak only for myself, but, I wouldn't see the problem.
