Similar opinions alone just leads to a common mentality, not nessescarily stability. It's the acceptance of original ideas that allow people to change, prosper and grow. You need a balance of variety to successfully govern anything not, a monopoly of one aspect.

Giving people the ability to create an setting which they can freely discuss a topic without having known disturbances bother them is an interesting idea. The thing is that those with this responsibility would need to remember that they are still a part of a larger community and they are not outside of the rules.
