Just hit level 30 a few minutes ago, found my first orange weapon in Old Haven. A shotgun with regen ammo and a huge zoom. (helpful on a shotty, right? :P) Not the greatest weapon ever, but an orange is an orange and I'm happy with it. Good for clearing out spiderants and the like without wasting any of my other ammo.

And to all that aren't this far yet; Old Haven, at least for me, seemed to be quite a step up in the difficulty, but it was the most fun I've had in the game thus far. Only tip I'll give is to bring acidic weapons. The guys here are much more heavily armored than the bandits you fight up to this point, and the acid really helped. Oh, and watch for grenades.
I think you are suppose to use the a car to kill mel lol. Thats what i did, im level 37 and just started my second playthrough. Ya Old Haven is definately a step up from the previous levels. The later levels are crawling with those crimson guys, its ANNOYING lol. The next boss is 3 strong *** crimson guys, so good luck. I died one time on them before beating it. Seems like i have a nack for dying one time before beating a hard boss lol.
