Stock INTEL are generally the worst, and they always have been. They haven't made a new fan design since the P4? until recently for the i5s exclusively.. But I'd expect with the 2.93ghz one, you'd get around 3.2-3.4ghz with stock, but the temps will be higher than it should be for idle.
OR
If you mean the 9500, I'd get a different one. Yes, Zalman is one of the biggest names, but they don't make the best. But I'm pretty sure it can go to 3.6-3.8ghz.
