If you're not a pirate, please don't start. Stealing is stealing, and one less thief is an improvement.
You can probably get UT3 for cheap cheap off of eBay or amazon.com. I recommend downloading the free game America's Army 3; it uses the same engine and is fairly recent of a game. Its also less scalable than UT3, giving you a better indicator of whether APB will run well.
