Background: British, from London.
He was only a few years old when he had his first vision, he saw his parents get shot by a mugger. A few weeks later, this happened.
Years later, Charlie had trained himself until he could get even with the mugger. Using his ability to track the man down, Charlie beat the (former) criminal to the ground but stopped short of killing him, the act didn't make him feel better so he decided vengeance wasn't for him.
When the Purge grew in strength Charlie joined the newly created Shield and acted as a strategist for the next few years. Suddenly, without warning, Charlie left the Shield, only telling them "Its all over." A few days later the government unleashed The Knives. Since then Charlie has narrowly escaped capture by the Government, he is currently in Haven City, trying to stay under the radar.
