It's not illegal, it's been around for 10+ years and has a huge following (as far as private shards are concerned, roughly 700+ players at all times, breaking into the 1000's at peak hours). It's about as legit as you can get, not to mention it includes some of the best features and content of old and new Ultima Online to make the game better than ever.
