Suppose this mentally stable person is a bit drunk. Do you think he would still be able to act rational? Heck, when you are in a life threatening situation (specially if it is your first time), you can't count on sane people to act completely calm and rational. That's the whole point.
Besides, if the predator knows that the victim is most likely unarmed, then he would not freak out due to sudden movements. Suppose the predator is a drug addict and he sees that the victim is moving his hands. If he lives in a country where every citizen is likely to wear a gun, then he is more likely to take the shot to prevent the victim from using their potential gun.
Where there is desperation, there will be crime. However, whether the outcome will be deadly or not is strongly related to how widespread the use of lethal weapons is among the victims.
