I think the skill is based on lvl and mostly proficiency. Which is yea, frustrating. But getting the req prof to get the next lvl of craft is easy tho, first it was 10% right of collection skill for processing skills, the 3rd tier where you can actually make usable object is a bit harsh but doable. Took me a day tho. combat skill is in the other hand is a pain in the ***.
nope, you can repair it, theres an npc all over the town 修理屋 that can fix all of them. The max dura will go down too.

oh and like i said before, I can only play fully on weekends tho :/
