If they do it like this, it basically ****s up the existing characters. It will be an entirely new game, not a change. Skill-by-use vs. skillpoints is a completely different gameplay.
Right now, you can level skills as much as you want. Builds are not based on skills, they are based on stats alone: as a Ringmaster, I don't have to decide which buffs to level, I just level all of them --- I only need to set priorities to decide which ones to level first. When a Flyff-2 goes to the traditional skill-point system, people will have to decide which skills to level, because they can no longer level all of them.
In fact, my Ringmaster even has things like Powerfist and Stonehand --- skills that are useful, although somewhat "out of character"; they would only waste skillpoints in a Flyff-2.
Along the same lines, a Jester can level his 1st job bow skills, an axe-user can level his sword skills and so on, if they want to. They can no longer do that with a skillpoint system, as it would take away skillpoints from their "real" skills.
Whether or not they can balance the new system remains to be seen. I'm primarily worried about Ringmasters --- while the aforementioned Jester doesn't have to level his bow skills, the existing Ringmaster class is already bad, and they basically *have* to max out all their skills, or at least most of them to have some use in the game. Whether or not they should take the opportunity to revamp the other classes remains to be seen, but restricting the skills means that Ringmasters have to be revamped or they'll completely drop out.
Rather than completely changing Flyff to a new core concept, they should improve the existing classes. I also have a long list of things that should be done --- changes to the party system, making guilds more useful, getting rid of GameGuard, improving the game's idea of "contribution", ... so they don't really have to revamp the core concept of the game to be able to make improvements. For a start, they could start with fixing some of the ancient bugs :-)
Having a skill-by-use system isn't that bad, and skillpoints aren't all shiny and flawless either.
If they want to redo Flyff, they should consider wiping the entire user population for a clean start, rather than trying to "convert" existing characters to the new system. Big "changes" to an existing population are almost bound to fail.
The other option would be to leave characters as they are now, possibly with higher skills than what they could get wth the new system. This would be interesting, as these characters will then be impossible to make in the future, so EBay-prices are probably going to skyrocket, and people might pay handsome prices ingame to get support from a Flyff-1 Ringmaster instead of a Flyff-2 build. :-)
