I've read up about it on FlyFF World. What exactly don't you understand? And no I'm not positive at all if this will come.
This is the gist of what I know.
All existing players get a reskill. For each vagrant skill lvl they get 1 point. For each 1st job skill level they get 2 points. For each 2nd job skill level they get 3 points. They also receive 30 points per each job change.
All vagrant skills cost 1 point to level up, all 1st job skills cost 2 points to level up, and 2nd job skill levels cost 3 points to level up.
SXP, or skill level experience, levels 3 times per per regular level, for a max of 300 times (not sure if this includes the free bonus skill points from job changes).
This update will only serverely effect those classes that rely on skills (Knights, Rms, BPs, Psys, and Eles) and people who haven't leveled there skills much.
This is what happened on kFlyFF from what I've heard. I'm positive this will change sometime in the four months it takes to reach eFlyFF.
