its pvp room that you can make by talking to Bill steward or whatever

If I remember properly you cant use Potions in their so its an even fight
I havent been able to do it for awhile since no one joins

Is this Pvp just randomly come in and RUN! or like ice breakers where yopu wait for a little. and uhm, for what levels? O.o

I do, today there was a rather I guess you can call 'big' pvp battle going on atleast it was big for a time circle pvp. there were 4 and it got up to 7. Its fun but so hard to organize...
