Actually Siren24 is part of the i-Pin system in Korea.

The i-Pin was introduced to help people sign-up for sites without always giving out there identity number.

You first go to the i-pin site and create an ID using your number, and then when you go to the site to sign-up you can choose an i-pin and it will pass on the fact that you are who you say you are to the site without giving out your ID number. This works for both Koreans and foreigners in Korea who have an alien registration card. Some Korean sites which don't normally take foreign sign-up, will allow foreigners to sign-up using an i-Pin. Netmarble is currently one of those sites.

The other thing that Siren24 does is just provide software from which the site can verify your identity via a digital bank certificate. I have one from my bank here in Korea that matches my Alien Registration card. Most websites will let you verify via:
1-Phone
2-Bank certificate
3-Fax (but that takes time)
These are just to prove that you didn't steal someone's card off the street, as you'll need to type in your password when using your bank certificate. I'm not sure how the phone and fax help verify that though.
