Default rpg maker 2003 help

i downloaded a chipset and did all the passability and catagorizing. I tried to test the game and when i use downloaded tilesets the screen appears green,
red, ect. I cant see my character only the top layer tiles.

is there any options in the editor that i might have overlooked to make a chipset transparent. i'm pretty sure i saw something (other than in the character editor) somewhere but im not sure where. I'm not to great at making tilesets with the programs i've found. Unless anyone knows a pixel by pixel program , other than paint.
