I finished this quest by finishing othern quests. In a lot of Rohas' Requests you will have to fight Orcs. So you are pretty much killing two birds with one stone. The easiest way to get tokens is to get into a party and just fade away while your still in the party. Go to an easy Orc like Lazy Orc Junior and he will drop 2-3 tokens at once. Since your party is far away you will get all of the tokens.
