The basics of it is that if someone in the goverment thinks you are a threat to security, it is now legal to take you, where ever you are at any given time.
You do not go to court. You do not get your one phone call. You get nothing. You go straight to the torture chambers, where the people believe you know something, and will not give up until you tell them that "something".


This may be not the best reference, but to those that have seen V for Vendetta, doesn't this sound all too familer?
