The magic broom you get from the lvl 20 quest isn't temporary either. Most of my chars used the broom until they got the Aero, and got an Ignice/Projan much later (or not at all --- I have three playchars, and only one Projan/Ignice each, but one of the playchars I list as inactive so it doesn't matter).
