you have to do a quest from NPC:宠物管理员(I can't remember, but it's something like that), it's just nearby the 妖精大师 in 万化城。 this quest should be given automatically when you were lv 3. so check your quests list first. this quest asks you to kill either a scorpion, either a wolf to get a pet-certificate(you've to choose one of them as your first pet).
