I got a Few Questions

In this Screen Shot its shows quests i can get

First One is to Speak With the Magic Dude to get it, But he doesnt give it to me.

The seconed and Third And Fouth The ('Dong Gwa's Trail") Tell me to go speak to 'Dong Gwa' I do that but again same thing he doesnt give it to me.

Then i also got one to speak to the Assen Npc I go there Stif Same thing, she doesnt give it... Am i doing something wrong? Or what? Cause i need to do some quests grinding is getting a tad tiresum.
