You can download photoshop cs trial version at the adobe website, you gotta make an account tho...
In the package you will get:
2 filters
cut,paste, copy feature
free transform and afew colours.

download gimp, photoshops better tho imo

Well , i would say to use GIMP too , if you want a free and legal solution it quite the best thing.
