This is my build for my level 20 mesmer.I dont have time to write about the armor though but it is full masqeruade canthan attire with 5-10 health bonuses. But what should I add to the build?

I suggest you on focus in two attributes or maximum three for better results,

Just like others said before me, your attributes are spread too far out. I'd split them between Fast Casting, Earth Magic, and Illusion, then take out Fire Storm and Empathy. Not sure what I'd throw in their place, I don't play ele/mes.

Actually, it really depends on your style of play. You could go fast casting nuker if you're Me/E. Or just play Me/any, because those guys own everything. Looking at your build however, it seems like you enjoy nuking somewhat. Might run into a little energy problems too.
Go fire if you love the nuking, earth for a little defense, water for more anti-meelee hexes. Fast casting is a must for every Me/E, and focus only on one offensive attribute. You could use 'Channeling' for more energy management or even that elite Mantra skill that gives you energy back. Basic things to look out for in a build: Purpose served? Survivability, Energy management, Runes and armour alright? There might be more, but I really forgot. Basically, do what the others have already mentioned, focus on a few attributes. And for energy management, Inspiration Magic is your friend.

first of all if you want to use earth spells, you should become an elementalist. because its useless, and you cannot use earth's full capabilities as a mesmer, although fast casing fire is awesome. gettibng back to the point they're called attributes and skills. and you've spread them out in too many attrbiutes. mesmers are know for punishing, degenerating, taking charge of an enemy. why did you put 4 inspiration into the attribute if you're not using any insipiration skills? and fast casting at 9 is MAX. no need to go over it, 10 i WAY too much. earth isn't really the best thing to do with a mesmer, fire would be OKAY with fast casting and some attunements to manage energy, although you don't really have any energy management, self heal [ether feast, or just go monk secondary, go pure mesmer, and monk for the ressurection] this build is honestly very terrible. i found out how to play guildwars by experience. mesmers are know for hexes, cursing the enemy and letting them kill themselves.
