If you maxed HArrow instead of MPEater, where would you use it? When you train at Holy weak monsters, would you Harrow? No, you would HEAL. Heal can do more damage and does mob damage. HArrowing a mob of 6 Chronos would be useless, when you could heal them all at once doing what damage HArrow would be doing. Magic Claw even does more damage than HArrow. Even to holy weak monsters, it does close to the same. HArrow = Useless.

From what i see you dont need max elemental resistance off the bat, just enough to survive all normal enemies magic attacks with your hp and you are fine. Claw and arrow on normal enemies have almost the same dmg but claw gets enemy defense put in twice making arrow do a little more (for me roughly 500 more). On undeads however arrow does about 1400 or so more than claw. Though heal has more dmg potential when cast it's range sucks and can go from 1xxx-5xxx again for me at least. Arrow's dmg is more consistant but it really doesn't matter a whole lot, just depends if you want stable hits or go for potentially higher hits.
In no way am I saying to max this skill as a cleric at least but I'd just like to point out my experience with it.
