Yes Warcraft 3 can run on those specs, the recommended specs from them are:

* 600 MHz processor
* 256 MB of RAM
* 32 MB 3D video card
* DirectX® 8.1 compatible sound card (Windows)

And for the strategy games, are you looking for buy to play or free to play?

I'm looking for free stradegy games, but I am probablly gonna buy WC3 sooner or later.
