If I choose any of the safe modes it loads all these drivers but doesn't show the Windows loading screen instead it automaticlly goes back to the dell loading screen.

It is highly likely that your windows may be corrupted or have a few key files missing. Have you tried overwriting Windows XP by running the installer from CD on bootup? And one more thing, pffftttt, dell lolz.

uhm ... could you try to boot it with the windows xp installation disc ?

then open the cmd and type in chkdsk /r

(im assuming you got XP)

I dont have the original disc but I do have this windows xp disc. I tried puting it in but nothing happens ._. Same old loading and repeating thing @_@: I might just take it in to geek squad and use my money to fix it... ._.;; Thats gonna be ALOT >_<!!!

Ill keep you updated if I fix it ._.

You need to set boot sequence to Boot from CD-ROM drive instead of Hard Disk.
You can change the sequence in CMOS, usually under advanced settings.
