Then maybe you have the wrong system locale? Try changing it to korean (for non-unicode programs). Should be in the control panel under "regional" or "location" settings depending on your version of windows and your settings

If I recall, what they did was lower the damage and I think chance of freezing for female gunners for ice based skills, male spitfires ice skills got buffed. Also a major reason why I suggest not getting ice based skills for females is the awakening passive doesn't affect it at all, it affects all the other skills (i.e silver bullet, normal grenade, fire bullet).
