Couple of questions. - Gunz Online

I have had a few problems with playing the game. I can install it and it finishes torrenting, but when the game launches and it starts loading, the progress bar gets stuck on "loading interfaces". I've restarted the programme and I've reinstalled the programme and the same happens. I'm stuck for what to do, please someone help me.

Also I have read somewhere that I shouldn't buy anything until level 10. Is this true? Or not?

P.S: If you fins that I have posted this somewhere else I apologiese but please tell me, my computer restarted itself and I couldnt find it when I searched for it.
