so title says just about everything where can i get a link THAT WORKS that i can get chars for mugen from bleach and fate/stay night
i couldnt find any decent working sites

Google DOSBOX, that should fix your .BAT problem.

Or take the content of the .BAT file and add it to a desktop shortcut command line.
