Or was it just that private server i played once?

inRO has no place to change clothes color.. is it just not implemented yet? or was it only the private server that i played that had that?

I think you have to get dyes and talk to some dude and give him money? Not sure, I never did that on official servers lol.

i saw a merchant selling some dyes i think..

Dyestuffs are for changing your hair color and various quests. The only way to change your clothes' color on official servers is by transcending.
