It's something that you put on the top of your CPU before you put the heat sink on. It ensures complete contact from the CPU to the heat-sink, filling any bubbles that may exist. But you only use a tiny bit. I read that that you want only a 1 micron thickness on the CPU. Put too much and it will prevent heat getting to the heat sink, and kill your chip. It's suggested to use a blade of some other hard, flat edge to remove all but the thinest layer of the paste. My two chips idle at about 36c, but the inside case temp can really build up fast. The voltage regulator on the mobo is huge and throws out more heat than anything else in the case. Gets even hotter than the power supply.
