The language adjusts to whatever language you have non-unicode programs set to run in on your PC. It's really freaking annoying. You need to set your PC to English to play the game in English, even AppLocale wont help.
Pisses me off since half the crap on my PC is Japanese and it all breaks when my PC is set to English.
