ultima online is free and legal uogateway.com for servers lots people still play u step out of town u better be rdy for some pvp theres also guild battle,faction,chaos and order that u can join for more pvp.

On topic, you might as well play shadowbane since all of onrpg is playing it at the moment. I'm only into pvp as well and atm i'm playing:
Dark Eden FS,
RO (Leveling to get to the pvp atm),
Rappelz(ppl said the pvp is like lineage2- just started),
Tantra(also just started- lvling to get to pvp- saw good pvp vids on this)

I quit shadowbane.

u can also try:
Dragon Raja- funnest grind ever- great pvp n wars/events(i quit, newraja.com sucks)
Tibia(jk lol- but this has the scariest pvp if u fall inlove with the game)
Ultima Online(also jk, but if ur 1 of those weirdos that cant move on-go ahead)

Sorry that i can only recommend crap games- i dont have a lot of rpg time w/ cs practices 24/7
