Level means nothing to make friends, i made about 9 friends when making my mage in broa.

That must be a while ago though :P
While the community was still alright.
Right now the community is horrible for lower levels.

Its probably because most of them are new characters higher players make and they are concentrated on leveling and they already have friends on their higher level accs, and not instrested in new friends. Just a guess xD
