Is this graphic/video card strong enough to run guild wars well with high FPS?

Yeah it runs perfectly on that if you got good enough processor and enough ram.

I get about 60fps on max settings on highest resultion using 6600gt, 2.4ghz processor and 1.2gb ram

It should do fine, I think. However, don't expect stellar graphics, you may have to choose performance over video quality a bit, meaning lower-end graphics.

Up until December last year I was playing GW on dial-up that gave me up to 33 kbps only, on a P4 1.7 GhZ 512mb RAM PC with a GeForce2 MX400.

I could get 20-30 fps on lowest settings, not well enough to play PVP well but I've had my time farming FOW

I've since upgraded to wireless broadband and a GeForce 6200. While I still surely cannot play the game in all its bleeding-eye glory (need faster processor and more RAM!!!), I've gotten used to it and PC upgrading has taken a back seat to RL priorities

all you guys are in the clear... my gaming rig has broken recently and i was left with this laptop with a integrated 32mb video card and i can run everything on high.

That's the beauty of Guild Wars, it runs fine even on low-end PCs. They've really designed it to have the broadest accessibility from spanking new PCs to those purchased when Pentium 4 was brand new

ok so im thinkin bout gettin the game. is roleplay more fun?i like mmos for the solial bit, i basically solo the game then in the middle i play around with friends. so is the roleplay paart very group friend oriented?
