Minipets are given to a character (at random) who every 12 months (1 year) from their date of creation. You get one every year that your character has its "birthday" or you can win one through certain special events.
They're tradeable too, you can buy one off a player who's selling it. Be careful of getting ripped off though, the seller may be asking too high a price. Here's more info on minipets from the official wiki. EDIT: I assumed you were asking about minipets because they are "tiny" and you see people walking around with them -- so you see them in outposts, correct? Pets or animal companion however, are those that you can tame that will fight with you outside. Those you don't see in town. You can only have a pet if you're a primary or secondary ranger. You can also get one by buying the collectors edition of any expansion (its a bigger box with a bigger picture) It gives free minipet, new dances, and more behind the scenes stuff. Its alot more though.

There are also some pets that you can get through events like the glowing rat that was available in the last event in factions or some that are available sometimes in magazines through promotional codes.
