Honestly, just the thought of a zombie mod for CS:S doesn't thrill me as much a multiplayer PC Resident Evil would. FPS's just can't have the pace and feel of a third person game like RE.
Maybe they could... if the characters walked at a very slow, cautious pace, reloading took longer, shooting rate was lowered, ammo were in very limited supply and there were no crosshair. And if the levels were smaller enclosed areas (like the rooms, hallways and narrow paths in RE). Honestly, if one of these mods came out and did something like that, I would be all over it. But of course, I'd want it to have multiplayer coop and possibly some parts of levels you can only get through with two players (making it all the more vital to keep eachother alive).
And this is assuming that they were trying to make it like Resident Evil, with slow zombies. However, if you get caught in a bad situation like running out of ammo or getting surrounded, you're done for.
But I can't picture a mod for CS:S doing that and maintaining a healthy fanbase. Too many people want run n' gun these days, faster-paced the better. It's why great, recent tactical games like SWAT4 are fading away yet the original Counter Strike is still going strong.

Even if there were some in-depth coop multiplayer mode for Resident Evil 4 (by in-depth, I mean missions and a lengthy story created strictly for multiple players), I could easily settle for it. Something that isn't Half Life with zombies.
Not that my PC runs Resident Evil 4 very well anyways...
