Where do I turn in the World Event items?...Like the Gem and the Cert?

You need 10 of each items, and to turn them in, go to the center of Mega, and talk to Blacksmith Marx.

I just npc'd all of my items; I get so few Event Crystals that I don't see the point in saving them up. (>.<)
