where do i get this sdk source? and then what do i do when i get it?

You MUST own a Source based game in order to get the Source SDK Base.

If you don't own CS:S, DoD:S, HL2, etc, you cannot get the SDK.

If you do own a Source based game, simply go into Steam and go to Tools and it'll be listed under there. Download it, run it. Then install and play whatever Source mod you want.
