He, supposedly, carved his original eye out, and took an eye from Obito, his best friend from the Uchiha clan. Don't misunderstand, he didn't kill him, the guy died in battle. I don't know the whole story, because you had to read the manga in order to see it.

I don't know about Mangekyou, however.
