But it's not Japanese, or set in Japan, and the characters don't have Japanese names.

As previously mentioned, most Japanese people know shit all about other races, so that's why most of the are Asian.

PS: I couldn't find any Black anime characters via search tho I could swear I have seen dark skinned anime girls in some sort of naughty anime ...

Unless stated otherwise in the anime/manga, you can almost always naturally assume that the entire cast is meant to be japanese, regardless of eyecolour or haircolour.

Naruto, is a shounen manga revolving around ninjas, based of japanese folklore. That there are no(or few, if there are any) black guy in it, goes without saying.

If someone were ever to create an anime based on the zulu tribe from africa, there probably wouldn't be any japanese characters in it.
